An educational practice of the citizens or democracy? - Notes on a lecture by Franz Segbers
Recent events in Tunisia, Egypt and Libya have shown us what is possible when the citizens rise up against their government and do not give small at. Perseverance, commitment and courage were and are in demand. Nor, how predictable was that succeed in these uprisings, which would succeed, neither do we know whether it arises now a vibrant democracy. What are we, what shall it be said, a BGE can be seen as "desirable objective" is not decreed? Wer über Jahre Erfahrung in der Grundeinkommensdiskussion gesammelt hat, weiß, dass der Geist der Hartz-Gesetzgebung breit verwurzelt ist, die Gesetzgebung also widerspiegelt, was als Konsens der Mehrheit gelten kann. An anhaltenden Protesten, wie wir sie in Nordafrika erleben, hat es gefehlt. Von Meinungsumfragen , mit denen manche zu zeigen glauben, dass gegen das Volk regiert werde, sollte man sich in dieser Sache nicht täuschen lassen, sie sind oberflächlich und methodisch mehr als umstritten.
Die von Franz Segbers zitierte Passage aus Hannah Arendts "Vita Activa" gehört zu den Standardzitaten in der Diskussion um eine "Krise der Arbeitsgesellschaft". Übergangen wird in der Verwendung des Zitats die im Original auf das Zitat folgende Passage, in der Arendt schreibt, ihr Buch biete keine Antworten, schlage aber eine "Art Besinnung" vor (Arend, Vita Activa , Fischer Verlag 2003, S. 13). Eine Besinnung führt naheliegender Weise zugleich dazu, über Alternativen nachzusinnen. Durch diesen Nachsatz wird die kulturpessimistische Einschätzung Arendt at least mitigated. What is overlooked is (the book was published, "The Human Condition", first in English 1958) by Hannah Arendt, that it is the postwar period also reflects a suspended democracy, that is a basis of living together, which is wider than the "working society". The political order was, at least unique in the Western pluralistic democracies with reference to civil rights - designed and raised the sovereignty of the people to their source of legitimacy (see also "The image of man of the basic income ..." ) - not on employment rights. Arendt's analysis is therefore not only shortened, it is in this respect, even blindly. Anyone like Franz Segbers, auf diese Passage beruft, schleppt den Kulturpessimismus samt seiner Geringschätzung demokratischer Erfahrungen nunmehr in sechzig Jahren deutscher Demokratie mit. Dabei könnte er schlicht auf die tatsächlich bestehende politische Ordnung und das umfangreiche Engagement der Bürger hinweisen, um das Gegenteil von dem beweisen, was mit dem Zitat belegt werden soll.
Weiter heißt es an derselben Stelle bei Segbers:
"...Ähnlich auch Erich Fromm, der bereits 1966 ein garantiertes Einkommen für alle forderte. Der Übergang – so Erich Fromm – könne nur gelingen, wenn die Menschen durch „psychologische, philosophische, religiöse und erzieherische“ [italics SL, Fromm says "erziehungswissenschatliche" ] efforts unterstützt "
What is meant by this" understanding of support, "it rests on a voluntary basis or should it be instructive nature of guidance that remains unclear.? Diese Einschätzung unterschätzt, wie sehr Menschen schon heute ihr Leben in die Hand nehmen und es unter besseren Bedingungen, wie sie ein bGE schüfe, noch mehr tun könnten. Ein "Nervenzusammenbruch" würde wohl dort eintreten, wo jemand bislang ein außerordentlich fremdbestimmtes Leben geführt hat, das bGE hingegen ihm demgegenüber more self-determination demanded. Mittlerweile liegen außerordentlich differenzierte Argumente vor. Diese Auseinandersetzung ist aber nicht nur Motor des Wandels, sie ist selbst schon Wandel und bereitet auf eine mögliche Welt mit Grundeinkommen vor. Eindrücklich wird das an Zuschriften, die wir erhalten und Wortmeldungen nach Vorträgen, in denen Menschen davon sprechen, wie sehr alleine schon die Diskussion um das bGE Auswege aus der gegenwärtigen Misere weist. An der Frage nach dem Wie kann es also gar keine Zweifel geben und doch ist die Neigung groß, zu "erzieherischen" Anstrengungen greifen zu wollen. Die Bürgerrechte gelten schon heute bedingungslos, will sagen, dafür muss kein Bürger irgendwelche besonderen Leistungsausweise erbringen oder Zertifikate vorlegen. Das sollte Grund genug sein, im bGE eine angemessene Antwort zu erkennen, die allen Bedenken den Boden entzieht.

Jürgen Trittin (Alliance 90/The Greens) has Answered on Members Watch a question about the unconditional basic income. This he writes:

Das Internet ermöglichte eine Transparenz und Koordination, die zuvor undenkbar gewesen ist.
Wie Herr zu Guttenberg überhaupt soweit kommen konnte (siehe auch hier ), weshalb er zumindest so beliebt war, dass er bei Straßenumfragen gut abschneidet (so wenig sie auch aussagen mögen), sagt viel über unser Verhältnis zur Politik. Nicht selten erachten wir sie zu unrecht als schmutziges Geschäft, als Tummelplatz für Opportunisten, die sich in die eigene Case management, etc., etc. The concepts of how many politicians are, they are also prejudices about political action as such.
